Utilizzando una banca dati costruita ad hoc, l’articolo analizza il ruolo delle multinazionali a controllo estero (MNE) presenti nella manifattura in un’area industriale di particolare interesse: quella racchiusa nel triangolo Bologna, Modena e Reggio Emilia. Ci si sofferma su quattro aspetti. Il primo è il loro peso nell’economia locale (in termini di addetti, fatturato ed export). Si esaminano poi i rapporti con il mercato dei prodotti, i flussi di scambio tra le filiali infragruppo e i rapporti con le altre imprese presenti nel sistema locale. Si propone una tassonomia che fornisce una prima lettura sui fattori che hanno determinato la localizzazione nell’area e sul ruolo della filiale nella catena del valore del gruppo. Questa tassonomia mostra un’evidente eterogeneità tra le imprese entranti. Si procede quindi a esaminare la performance delle MNE (in termini di produttività) con un campione di omologhe imprese domestiche, utilizzando un modello dei minimi quadrati generalizzati (GLS) e costruendo il controfattuale con il metodo del propensity score matching. I risultati suggeriscono che non esistono differenze significative in termini di efficienza tra le imprese domestiche e le imprese a controllo estero. L’esistenza di economie esterne (spillovers) va ricondotta in primo luogo alle connessioni, à la Hirschman, con i sistemi produttivi e i distretti industriali locali e non a una superiorità (presunta) degli asset tecnologici e organizzativi detenuti dalla MNE. Questa interpretazione è rafforzata dal fatto che, in quest’area, pochissimi investimenti esteri diretti (FDI) sono greenfield mentre, viceversa, sono diffusi i fenomeni di cherry picking, ossia le multinazionali entranti acquisiscono imprese inserite nei sistemi produttivi locali e nei distretti industriali che sono già competitive sul piano tecnico e della performance economica. Si esamina infine il comportamento delle MNE e delle imprese domestiche, in un arco di tempo (2008-2015) che include l’intero il ciclo della crisi economica e finanziaria, evidenziando l’emergere di strategie assai diverse. In sede di conclusioni si propone uno schema analitico capace di dare conto dei risultati ottenuti.

Using an ad hoc database, the article analyses the role of foreign-controlled manufacturing multinational enterprises (FMNE) in an industrial area of particular interest: the Bologna-Modena-Reggio Emilia triangle. We focus on four aspects. The first is their weight in the local economy (in terms of employees, turnover, and exports). We then examine the relationships with the product market, the trade flows between the branches of the FMNE, and the relationships with the firms of the local system. A taxonomy is proposed that provides a first reading on the factors determining the location in the area and on the role of the branch in the value chain of the FMNE. This taxonomy shows clear heterogeneity among the incoming companies. We then proceed to examine the performance of FMNE (in terms of productivity) with a sample of homologous domestic companies, using a GLS model and constructing the counterfactual with the propensity score matching method. The results suggest that there are no significant differences in terms of efficiency between domestic companies and foreign-controlled companies. The existence of external economies (spillovers) must be traced primarily to connections, à la Hirschman, with the productive systems and local industrial districts, and not to the (presumed) superiority of the technological and organisational assets held by FMNE. This interpretation is reinforced by the fact that, in this area, very few foreign direct investments (FDI) are greenfield, while, on the other hand, cherry picking phenomena are widespread, i.e. the incoming multinationals acquire companies included in local productive systems and in industrial districts, companies that are already efficient and technically competitive. Finally, the behaviour of FMNE and domestic companies is examined over a period of time (2008-2015) that includes the entire cycle of the economic and financial crisis, highlighting the emergence of very different strategies. We conclude by proposing an analytical scheme capable of explaining the results obtained.
