Questo saggio propone una rassegna della letteratura, prevalentemente italiana, di valu­tazione dell’impatto del programma Garanzia Giovani attuato in Italia negli ultimi cinque anni circa. Si considerano gli aspetti istituzionali, or­ganizzativi ed economici, sia micro che macro. La politica ha avuto successo nel senso di avere effettivamente dimostrato a un numero cospi­cuo di giovani che l’Unione europea prendeva in carico il loro problema, anche se gli effetti occupazionali sono stati piuttosto modesti, sia a causa delle difficoltà organizzative dei Centri per l’impiego che per quelle macroeconomiche legate alla bassa crescita.

This essay provides a review of the (mainly Ita­lian) literature evaluating the impact of the Youth Guarantee programme implemented in Italy in the last five years or so. The institutional, organisatio­nal, and economic aspects are considered, at both micro and macro level. The policy has been suc­cessful in the sense that it has actually demonstra­ted to a significant number of young people that the European Union was dealing with their pro­blem, although the effects on employment were rather modest, both because of the organisational difficulties encountered by public employment services, and due to macroeconomic issues linked to low growth.
